to testing of sexual assault  examination kits; and providing for

CO-CHAIR KREISS-TOMKINS objected for discussion purposes.                                                                       
                                                                                                                                
CO-CHAIR  FIELDS explained  that  Amendment 1  would replace  the                                                               
effective date  of "2020" with  "2021", giving the  Department of                                                               
Public Safety (DPS) time to implement the proposed legislation.                                                                 
                                                                                                                                
CO-CHAIR KREISS-TOMKINS  withdrew his  objection to  Amendment 1.

KATIE BOTZ testified in support  of the proposed legislation as a                                                               
victim of  sexual abuse.   She expressed  her belief that  a one-                                                               
year timeline for  testing a rape kit is not  victim oriented and                                                               
forces  the   victim  to  be   re-victimized.    She   asked  the                                                               
legislators to  be "victim oriented"  [in their  consideration of                                                               
legislation],  as  it is  the  only  way  to address  crimes  and                                                               
problems.
